Congress did not pass this bill. This did not stop Hamilton. He came up with another plan to raise money, an excise tax on distilled liquors. Congress adopted this proposal, but probably wished they had not. The proposal was very unpopular, so unpopular that it caused a rebellion. Out of all these strategies the one that had an impact on the development of political parties was the creation of the national bank.
The creation of the national bank unraveled the issue of Constitutionality. Some people followed the literal interpretation known as strict construction(also believed in by Jefferson), while others followed Hamilton's loose construction look on the Constitution. This was one of the reasons for an imaginary border line. Other reasons eventually stirred up. Whether it was through the Gazette of the United States or the National Gazette, a split was occurring and eventually it did. It was a split mainly between Hamilton and Jefferson.
