"Sir, suffer me to recall to your mind that time in which the arms and tyranny of the British Crown were exerted with every powerful effort," can be immediately recognized as a figure of speech, and maybe even a metaphor. Obviously a British Crown does not have arms, and struggles to remain in power, but we can see the image of two people shoving each other, trying to be the dominant force and rule. The author, Benjamin Banneker, is basically talking to Thomas Jefferson, calling him sir, not Mr. Jefferson, or Thomas. Banneker is holding Jefferson up to what the Declaration of Independence says, and by doing so, he makes not only Thomas Jefferson accountable, but he makes all the signers, and supporters of the Declaration of independence. This would be an example of an Allusion, as the Declaration had been quoted, showing that this letter to Jefferson was written after the signing and publication of the Declaration.
Another example of Allusion would be in lines 32 and 33, when Banneker discusses how the Father would be, and probably is, disappointed in how his distribution of his "rights and liberties" was unequally given. Banneker is basically referring to God the Father, and no one messes with him. During Jefferson's and Banneker's time, people feared God, more than they thought of Him as a great friend, which by the way, He is. There are two types of fear.
