(p 54)� Later in the article, Smith argues that, �On a per-voter basis, our expenditures are equally low: less that $2.50 per eligible voter per year, or the cost of a video rental. (p 55)� Smith believes that victory may attract the money, not the other way around. Smith points out that the confidence level of the people towards the government is half what it was in 1974 despite the reforms.
