were two reports drawn up by a group of people who had their own ideas on how public education in the United States could be The made better. I do not believe that either of these reports represents a paradigm shift, or a dramatic change in the way something is done. The fourth point of the Carnegie Forum on Education Report states we should recruit minority students into teaching through federal fellowship. But every year many minority students are given the chance to attend school through scholarships and grants. They already have many opportunities.
