1c) Before the Harrison Act opioids were fairly simple to get. Opioids were a drug that was used in many tonics and remedies. These tonics and remedies were socially acceptable at the time. In the late 19th century the typical user was the housewife. She could simply purchase opium or morphine at the store. After the Harrison Act was passed the public's opinion of the addict changed. The addict was no longer viewed as a victim. After World War II, white middle class opioid use declined while it increased in the poor slums of large cities. In the 1960's drug use drastically increased. The most noticeable was among African Americans and Latinos. In 1971 it was reported that 10 to 15 percent of Americans in the Vietnam War were addicted to heroin. Most of these people were in the lower ranks of the military.
