The importance of the issue for the legalization of marijuana is gaining importance as the use of marijuana increases. In the 1970�s, America faced a significant drug problem. Through education, law enforcement and treatment, illicit drug use was reduced in the 1980�s by fifty percent. Teenagers graduating in 1992 were fifty percent less likely to use drugs than were those who graduated in 1979. (�Marijuana as a Medicine,� California Narcotic Officers Association, www.cnoa.org/marijuana.) In 1993, after twelve years of decline, illicit drug use began to rise and it continues its upward trend. In my opinion, acceptance of marijuana as a �good� drug and its subsequent legalization will contribute to its availability and encourage experimentation with it.
