Time restrictions regulate when individuals may express themselves. Place restrictions regulate where individuals may express themselves. The united States Supreme Court has held that even in a public forum, the government may impose reasonable restrictions on the time, place, and manner of protected speech, provided the restrictions are content-neutral, are narrowly tailored to serve a significant governmental interest, and leave open ample alternative channels of communication.

Do panhandling statutes unreasonably target the poor?

Yes, These laws discriminate against people who are poor. It is only the poor who are being restricted form parts of a city that are supposed to be open to full public access. In a free and democratic society, public spaces should be accessible to all citizens provided that they are not engaging in behavior that can cause harm to other citizens. We already have laws that prohibit behavior that is harmful to others - we are not free to threaten others or cause public disturbances.
