James E. Anderson, in the book The Study of Public Policy attempts to contextualize what public policy is in the chapter� What is Public Policy?, James E. Anderson draws six definitions in which he briefly define the characteristics of public policy.

1. Policy is purposive or goal oriented action rather than a random behavior or chance occurrences. They are designed to accomplish specified goals or produce definite results, although they are not always achieved.

group� means the group at which the policy is intended at. If a policy is intended at a target group, it is necessary to have a goal to reach as well. When there is goal, it is easy to lay down the necessary criterion and action through which we can achieve the goal.

E.g.: Samurdhi policy

The target group ? People whose income is below 3000 per month.

The goal ? is the reduction of poverty.

When there is a specific goal, we can define the tasks that should be obtained in order to reduce poverty. A goal lays down general directives by which we can address the problem.

A goal defines the scope of policy. A goal helps us to identify;

? The complexity of the policy
? The decision environment
? The range of choices
? Decision criterion.

Two important elements in policy are;

2. Instrument
