American children under 18 become regular smokers, according to the Federal Office on Smoking and Health. That means they replace at least two thirds of the adult smoker who either quit or die.� Congress banned advertising on television and radio in 1971. Cigarette manufacturers barely skipped a beat, putting their money into promotions such as free samples and giveaways at the point of purchase. A telephone survey of teenagers conducted by the George H. Gallup International Institute found that half of the smokers had received promotional items from tobacco companies. One teenage smoker in 4 had been given tobacco samples, in spite of industry guidelines limiting samples to people 21 years or older.
