By 1855 the Russian state had a number of weaknesses that affected its economy, its political system and its military. Many of these weaknesses arose from the backwardness that was inherent in the Russian system. One of the most significant was the fact that the Russian state was reliant on the Serfs, who made up eighty percent of Russian people. The Serfs were often illiterate, deeply religious and unwelcome to change. They believed that the Tsar was the embodiment of God on earth and through the church, taught to show devotion to the Tsar. However, Russia also had a number of strengths mainly due to its size, in terms of land and population. By 1855 Russia was Europeans main exporter of agricultural produce, it was perhaps the only country that could feed itself in Europe. It also possessed vast reserves of timber, coal, oil, gold and other precious metals. However, much of this potential remained untapped due to its economic and political backwardness. Russia also had the largest army in the world, made up of 1.5million conscripted serfs, supported by elite regiments of Cossacks. Prior to 1855, due to its size and huge army Russia was considered a great power within Europe.
