Webb focused on three figures. One was "Freeway Ricky" Ross, a black dealer who introduced L.A. and other cities to crack. A second was Daniel Bland�n, a Nicaraguan who not only supplied Ross (and others) with his cocaine, but developed the concept of creating a mass market for crack. The third was Norwin Meneses, the head of the "Frogman" connection importing cocaine for Bland�n. Webb charged that both Meneses and Bland�n met regularly with Contra leaders, and by supplying them with drug earnings gained protection from law enforcement.
