President Lincoln wanted a quick and easy way for former states to rejoin the union and establish a new government without those who led the civil war for the South in leadership positions. Lincoln came up with the plan that at least ten percent of those who cast ballots in the 1860 election would take an oath of allegiance and would then be able to create a state government, but confederate officials and military officers would have to apply for a presidential pardon. But at the time in Congress, Radical Republicans had control and wanted a slower process then what Lincoln had proposed. The Reconstruction plans of Johnson were working but states started passing "black codes" that gave freedmen basic rights, but also did not make them so free after all. Congress wanted to pass something to invalidate the black codes but Johnson was strongly against anything that was sent to his desk, after vetoing the civil rights bill in 1866 he said it would "operate in favor of the colored and against the white race". He was gaining the support of the South and Democrats in the North but he was losing the Republicans who were siding with the Radicals now. With the new influence, the Republicans helped with the adoption of the Fourteenth Amendment.
